China's position on the political settlement of the Ukraine

First, respect the sovereignty of all countries. Universally recognized international law, including the purposes and principles of the UN Charter, should be strictly observed, and the sovereignty, independence and territorial integrity of all countries should be effectively guaranteed. All countries, big or small, strong or weak, rich or poor, are equal. All parties should work together to uphold the basic norms governing international relations and safeguard international fairness and justice. International law should be applied equally and uniformly, and there should be no double standards. Second, abandon the Cold War mentality. The security of one country should not be at the expense of the security of others, and regional security should not be ensured by strengthening or even expanding military blocs. The legitimate security interests and concerns of all countries should be taken seriously and properly addressed. There are no easy solutions to complex problems. We should adhere to the concept of common, comprehensive, cooperative and sustainable security, focus on long-term world peace and stability, promote the building of a balanced, effective and sustainable European security architecture, oppose building one's own security on the basis of others' insecurity, prevent camp confrontation, and jointly safeguard peace and stability on the Eurasian continent. Iii. Cease fire and stop fighting. There are no winners in conflict. All parties should exercise rationality and restraint, refrain from pouring fuel on fire or escalating tensions, and prevent the Ukrainian crisis from worsening or even getting out of control. We support Russia and Ukraine in meeting each other halfway, resuming direct dialogue as soon as possible, gradually de-escalating the situation, and finally reaching a comprehensive ceasefire. 4. Start peace talks. Dialogue and negotiation are the only viable way out of the Ukrainian crisis. All efforts conducive to a peaceful settlement of the crisis should be encouraged and supported. The international community should stay committed to promoting peace talks in the right direction, help parties to the conflict open the door to a political settlement of the crisis as soon as possible, and create conditions and platforms for the resumption of negotiations. China will continue to play a constructive role in this regard. 5. Addressing humanitarian crises. All measures conducive to easing the humanitarian crisis should be encouraged and supported. Humanitarian actions must abide by the principle of neutrality and impartiality and avoid politicizing humanitarian issues. We will effectively protect the safety of civilians and establish humanitarian corridors for civilians to leave combat zones. We should scale up humanitarian assistance to relevant areas, improve the humanitarian situation, provide rapid, safe and barrier-free humanitarian access, and prevent a larger humanitarian crisis. Supporting the UN in playing a coordinating role in humanitarian assistance to conflict areas. Protect civilians and prisoners of war. Parties to conflicts should strictly abide by international humanitarian law, refrain from attacking civilians and civilian facilities, protect women, children and other victims of conflict, and respect the basic rights of prisoners of war. China supports the exchange of prisoners of war between Russia and Ukraine. All parties should create more favorable conditions for this. 7. Maintaining the safety of nuclear power plants. We oppose armed attacks on peaceful nuclear facilities such as nuclear power plants. We call on all parties to abide by the Convention on Nuclear Safety and other international laws and resolutely avoid man-made nuclear accidents. China supports the IAEA in playing a constructive role in promoting the safety and security of peaceful nuclear facilities. 8. Reduce strategic risks. Nuclear weapons must not be used and nuclear war must not be fought. The use or threat of use of nuclear weapons should be opposed. Prevent nuclear proliferation and avoid nuclear crisis. We oppose the development and use of chemical and biological weapons by any country under any circumstances. Ensuring grain transportation abroad. All parties should fully and effectively implement the Black Sea food transport Agreement signed by Russia, Turkey, Ukraine and the United Nations in a balanced manner, and support the United Nations in playing an important role in this regard. The international food security cooperation initiative proposed by China provides a feasible solution to the global food crisis. Stop unilateral sanctions. Unilateral sanctions and maximum pressure will not solve the problem, but will create new problems. Oppose any unilateral sanctions that are not authorized by the Security Council. Relevant countries should stop the abuse of unilateral sanctions and "long-arm jurisdiction" against other countries, play a role in cooling down the Ukraine crisis and create conditions for developing countries to develop their economies and improve people's lives. All parties should earnestly safeguard the existing world economic system and oppose politicizing, instrumenting and weaponizing the world economy. We should work together to mitigate the spillover impact of the crisis and prevent disruptions to international cooperation in energy, finance, food trade and transport, which could harm global economic recovery. Promoting post-war reconstruction. The international community should take measures to support post-war reconstruction in conflict areas. China is ready to provide assistance and play a constructive role in this regard.
