Nuclear power included in EU transformation plan

Eu leaders agreed in March to phase out Europe's dependence on Russian energy imports as soon as possible and asked the European Commission to come up with a detailed plan quickly.  
 
"REPowerEU aims to rapidly reduce our dependence on Russian fossil fuels by rapidly advancing a clean transition and joining forces to achieve a more resilient energy system and a true energy union," the Commission said in a planning communication dated 18 May.  The REPowerEU programme proposes an additional set of energy saving actions, building on the EU's Fit for 55 package of proposals and the completion of the Supply and Storage Energy Security Action;  Diversifying supply;  By accelerating Europe's clean energy transition and rapidly replacing fossil fuels;  And "smart" combinations of investment and reform.  
 
"REPowerEU will not work without rapid implementation of all the proposals for 55 and higher renewable energy and energy efficiency targets," the commission said.  In the "new reality", the role of gas as a transitional fuel will be more limited, as gas consumption in the EU will decline faster than previously envisaged.  "At the same time, some existing coal capacity is also likely to last longer than originally expected, with nuclear and domestic natural gas resources also coming into play."  
 
The plan states that moving away from Russian fossil fuels requires targeted investments to ensure security of supply in the gas infrastructure, as well as large-scale investments in the electricity grid and the EU-wide hydrogen backbone.  Hydrogen will be key to replacing natural gas, coal and oil in industries and transport that are difficult to decarbonize, and REPowerEU has set a target of producing 10 million tons of renewable hydrogen domestically and importing 10 million tons of renewable hydrogen by 2030.  Hydrogen - "especially nuclear based" - will also play a role in replacing natural gas.  
 
To diversify their options, EU member states that currently rely on Russia for nuclear fuel for their reactors will need to work within the EU and with international partners "to secure alternative sources of uranium and increase available conversion, enrichment and fuel manufacturing capacity.  A global partner in Europe or the EU."
